No Brasil, o problema do <strong>d\u00e9ficit habitacional<\/strong> \u00e9 vis\u00edvel em todos os estados e se manifesta tamb\u00e9m em outros aspectos.<\/p>\n<p>Dados do IBGE (Instituto Brasileiro de Geografia e Estat\u00edstica) apontam que, por exemplo, 11 milh\u00f5es de brasileiros moram em favelas. No UFPA Debate desta semana, a quest\u00e3o do <strong>d\u00e9ficit habitacional<\/strong> no Brasil ser\u00e1 discutida com a diretora de pol\u00edtica habitacional da COHAB, Rosana Fernandes, e com Raul Ventura Neto, professor da Faculdade de Arquitetura e Urbanismo da UFPA.<\/p>\n<p>O inc\u00eandio do pr\u00e9dio Wilton Paes de Almeida, em S\u00e3o Paulo, no in\u00edcio do m\u00eas de maio, reacendeu a pauta da falta de habita\u00e7\u00e3o no pa\u00eds. O edif\u00edcio situado no centro de S\u00e3o Paulo era ocupado por pessoas de baixa renda e que n\u00e3o eram assistidas socialmente pelo governo. A trag\u00e9dia, que se originou de um curto-circuito, causou mortes e feridos.<\/p>\n<p>Tal fato tornou-se mais um exemplo dos problemas na habita\u00e7\u00e3o. Segundo o professor Raul Ventura, a propriedade como direito b\u00e1sico surgiu apenas na Constitui\u00e7\u00e3o de 1988. Ou seja, \u201cpor mais de 400 anos, na forma\u00e7\u00e3o do Estado onde o que prevalecia era o direito \u00e0 propriedade privada e, especificamente, ao que eu desejo fazer com a minha propriedade\u201d, explica.<\/p>\n<p>Com esse hist\u00f3rico, conforme ressalta o professor, \u201cvoc\u00ea formata elites, classes m\u00e9dias, uma sociedade que entende que o Estado n\u00e3o pode tocar na propriedade\u201d. Al\u00e9m disso, o processo de aboli\u00e7\u00e3o da escravid\u00e3o n\u00e3o foi complementado com acesso \u00e0 propriedade e excluiu as pessoas que mais necessitavam de pol\u00edticas p\u00fablicas. Para ele, isso fomentou o d\u00e9ficit habitacional que existe atualmente.<\/p>\n<p>Rosana Fernandes, diretora de pol\u00edtica habitacional da COHAB, afirma que as pol\u00edticas p\u00fablicas de moradia no pa\u00eds s\u00e3o recentes. Ela toma como exemplo o programa \u201cMinha Casa, Minha Vida\u201d, do Governo Federal que come\u00e7ou em 2009. J\u00e1 o Estatuto da Cidade teve sua implanta\u00e7\u00e3o em 2001. \u201cN\u00f3s ainda estamos aprendendo a lidar com a propriedade e com a quest\u00e3o fundi\u00e1ria\u201d, afirma Rosana.<\/p>\n<p>Aliada a falta de moradia est\u00e1 a dificuldade de encontrar lugares com infraestrutura adequada. M\u00e1 distribui\u00e7\u00e3o de \u00e1gua, falta de rede de esgoto, coleta de lixo, energia el\u00e9trica e pavimenta\u00e7\u00e3o s\u00e3o exemplos dos transtornos daqueles que vivem nas periferias.<\/p>\n<p>Como encontrar solu\u00e7\u00f5es para estes problemas?
